FCC인증은 미국의 전파통신규격으로 강제 인증 제도입니다. FCC(미연방통신위원회)는 전파지원의 효율적인 이용 관리 를 위해 전기, 전자제품에서 발생하는 불요전자파(EMI)를 규제하는 독립적인 정부 대리기관입니다. FCC의 주요기능은 10kHz~3,000GHz의 주파수 대역을 유효하게 사용할 수 있도록 하는 것으로, 무선을 발사하는 각종 장치에 대한 승인, 무선을 이용한 통신장비에 대한 인증 및 불필요한 전자파 방해(EMI) 등에 대한 규제와 승인업무를 겸하고 있습니다.
FCC 인증은 제품에 따라 인증절차를 다르게 운영하고 있습니다.
1. 승인(Certification-CoC)
송신기 및 일부 수신기 등과 같이 전자파를 많이 발생하는 제품은 통신체계에 중대한 영향을 미칠 수 있기 때문에 FCC filing 시험소에서 시 험을 한 후, 시험성적서 및 관련서류 등을 FCC에서 확인을 받도록 하는 제도입니다. 신청자는 이 인증구분에 해당하는 제품에 반드시 FCC ID.를 부착하여야 하며, FCC 인증비용을 지불하여야 합니다.
▣ CoC 진행 절차
(1) 신청자가 FCC Grantee Code 신청을 FCC에 한다. (처음 신청시) (2) FCC는 FCC Grantee Code를 신청자에게 발급한다. (3) 신청자는 시험소(FCC에 등록된 시험소)에 시험신청을 한다. (4) 시험소(FCC에 등록된 시험소)는 신청자에게 시험성적서를 발급한다. (5) 신청자는 인증(시험성적서, 수수료, 신청서)을 FCC에 신청한다. (6) FCC는 인증를 신청자에게 발급한다.
Grantee란 FCC에 업체등록 하는 것임. 단지 Certification만을 위해 필요하다. Grantee Code : FCC 지정(FCC ID의 맨 앞자리 3자리로 영문과 숫자가능) Equipment Product Code : 신청자가 지정(숫자, 알파벳 대문자, 부호 조합으로 14자리 이내)
예) FCC ID:ABC ************** (ABC : Grantee Code, ************** : 신청자 지정번호) Grantee를 부여 받으려면 약 50 USD를 지불해야 한다.
승인절차 간소화 및 규제완화의 차원에서 일부 제품(PC 및 그 주변기기류 등) 에 대하여, NIST(The National Institute of Standards and Technology)에서 운영하는 NVLAP (National Voluntary Laboratory Accreditation Program)에 의하여 승인된 시험소(Accreditation Laboratory)에서 FCC 규정에 따른 적합성 시험을 한 후, 이 시험소에서 발행한 성적서에 의하여 벌도의 인허가 절차 없이 제품에 관련 마킹을 부착하여 직접 출하할 수 있 는 인증제도 입니다.
▣ DoC진행 절차
1) 신청자는 지정 시험소에 시험신청을 한다. 2) 시험소는 신청자에게 시험성적서를 발급한다. 3) 자체 인증(DoC) 선언한다.
불요전자파를 발생시키는 제품이라도 전반적으로 제품의 Noise Level이 안정되어 있고, 통신수단이나 다른 제품의 동작에 큰 영향을 미치지 않는다고 판단하는 제품은 제조자가 직접 관련 FCC규정에 따라 제품시험을 하고 만족할 경우는 별도의 확인 없이 미국에 제품 을 출하할 수 있는 인증제도입니다.
단말기기의 등록절차로 민간인증기관인 TCB(전기통신인증기관)에 신청하는 경우와 인증된 시험소에서 기기를 테스트 하여 시험결과에 근거하여 적합선언(SDoC)을 하는 방법이 있다.

1 ) Certification 및 Verification에 의하여 승인된 제품
1-1 ) 공통사항(Part 15 Subpart A, 15.21)
The users manual or instruction manual for an intentional or unintentional radiator shall caution the user that changes or modifications not expressly approved by the party responsible for compliance could void the user's authority to operate the equipment.
1-2 ) Class A Digital Device 및 주변기기 (Part 15 Subpart B, 15. 105)
NOTE : This equipment has been tested and found to comply with the limits for a Class A digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference when the equipment is operated in a commercial environment. This equipment generates, uses, and can radiate radio frequency energy and, if not installed and used in accordance with the instruction manual, may cause harmful interference to radio communications. Operation of this equipment in a residential area is likely to cause harmful interference in which case the user will be required to correct the interference at his own expense.
1-3 ) Class B Digital Device 및 주변기기(Part 15 Subpart B, 15.105)
NOTE : This equipment has been tested and found to comply with the limits for a Class B Digital Device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipmint generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instruction, may cause harmful interference to radio communication. However, there is no guarantee that interference will not occur in a particular installation. If this equipment dose cause harmful interference to radio or television reception. Which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following
measures : - Reorient or relocate the receiving antenna. - Increase the separation between the equipment and receiver - Connect the equipment into an oulet on a circuit different from that to which the receiver is connected. - Consult the dealer or an experienced radio/TV technician for help.
2 ) Declaration of Conformity인 경우 (FCC Part 2, Subpart J, 2.1077)

- 제품명과 모델명 -FCC Part 15규정에 적합하다는 statement - 미국내 거주하는 책임자(Responsible party)의 이름, 주소, 전화번호
2-2) 승인된 부품으로 조립된 제품인 경우
- 제품명과 모델명 - 조립시 사용된 부품정보(제품명, 모델명 등) - 미국내 거주하는 책임자(Responsible party)의 이름, 주소, 전화번호 - 조립시 사용된 각 부품에 대한 적합성 정보 진술서(Compliance Information Statements)
* 사후관리
연방통신법에 의거 실시되는 규제에 따라 위반시에는 불합격 제품의 승인취소, 시판중지, 수거 및 벌금 등 유통 전반에 걸친 강력한 제재가 따릅니다. 미국 내에 수입된 모든 제품에 대한 사후관리를 위해 시장에서 수거한 제품들을 시험하는 Sampling and Measurement Branch가 있으며 매년 사후관리를 강화하는 추세입니다.
